Do you need your personal Electronic Fingerprint Transmission (EFT) file to submit to the Bureau of Alcohol Tobacco and Firearms (ATF)? 

You no longer have to send in a fingerprint card if you have your personal EFT file. The goal of the modernized eForms program is to provide the ATF with an infusion of technology to provide better services to the regulated industries and the public. This much needed modernization will reduce the effort and time required to review and process ATF applications, specifically the ATF Forms 1, 2, 3, 4,5, 6, 6A, 9, 10 and 5300.11. Of those, fingerprinting is required for forms 1 and 4 so the clients we assist are looking to submit those forms. Forms 1 and 4 are for the following purposes.

  • Form 1 – Application to Make and Register a Firearm
  • Form 4 – Application for Tax Paid Transfer and Registration of Firearm

Form 1 is used to request approval to make/manufacture a NFA firearm. A making tax liability may be incurred. These are most often submitted to manufacture short-barreled rifles, short-barreled shotguns, and suppressors/silencers. Lately, this is the form used to register firearms under the new rule regarding stabilizing braces.

Form 4 is used to request approval to transfer a National Firearms Act (NFA) firearm subject to transfer tax liability. This is typically submitted for a transfer to an individual or legal entity such as a trust.

Both forms serve a similar purpose but you use form 1 when you make an NFA item yourself and use form 4 when you purchase an NFA item from someone else.
